FSSAI Registration, a mandatory compliance is enforces to ensure that the food products manufactured are safe for consumption by the consumers. It is a food safety certificate issued be the food authority in India. Established under the Ministry of Health and Family Welfare, the Food Safety and Standards Authority of India is an autonomous body which is formed under the Food Safety and Standards Act, 2006. It has been made mandatory by the Food Safety and Standards Authority of India for food business operators/food businesses to obtain the FSSAI License to ensure compliance with the regulations prescribed under the Food Safety and Standards Act, 2006. The FSSAI License is issued after a series of inspection and quality checks on the food products, location where the food products are prepared and packaged and hygiene standards. These quality checks at various levels improves accountability of the manufacturers and ensures all instances of adulteration and sub-standardization are prevented.
Types of FSSAI License are as follow:
A Food Business Operator (FBO) is required to obtain the food license upon exceeding a particular turnover. The type of food license to be obtained depends on the scale of the business and the type of the business activity the food business operator is involved in. Only after submitting the documents required for FSSAI License, the application would be considered by the government authority. There are three types of FSSAI License:

FSSAI Basis Registration:
Small businesses or start-ups which have an annual turnover below Rs.12 lakhs are required to do the FSSAI basic registration.

FSSAI State License:
The FSSAI State License has to be obtained by mid-sized companies which have an annual turnover between Rs.12 lakhs to Rs.20 crores.

FSSAI Central License:
Large businesses which have an annual turnover above Rs.20 Crores are required to obtain the FSSAI Central License. Large businesses need to obtain the FSSAI Central License is case such businesses are required to supply food products at government offices or have to import / export food products.
Those businesses that are involved in handling the food/food products are required to obtain the FSSAI Registration/License after correctly producing the FSSAI documents of relevance. The FSSAI license documents are required to be checked and correct information must be provided which would help the food business to be eligible after the food quality and premise inspection are done.

Following are the documents required for FSSAI License for state:
- Duly completed and Signed Form B (in duplicate) by the proprietor or partner or authorized signatory.
- Processing unit blueprint/layout plan showing dimensions in metres/square metres and operation-wise area allocation. This is mandatory for manufacturing and processing units only.
- Full address and contact details of the list of Directors/Partners/Executive Members of Society/Trust.
- Equipments and Machinery name and list along with number, installed capacity and horsepower used. This mandatory for processing and manufacturing units only.
- Governments Authority issued Identity and Address proof for Proprietor/Partner/Director/Authorized Signatory.
- List of food category the business intends to manufacture (in case of manufacturers).
- Authority letter which include the name and address, responsible person nominated by the manufacturer along with alternative responsible person indicating the power vested with them viz assisting the officers in inspections, collection of samples, packing and despatch (for manufacturers/processors).
- A recognized/public health laboratory issued Analysis Report (Chemical and Bacteriological) of water to be used as ingredient in food. This is mandatory only for manufacturing and processing units.
- Proof of premises possession. (Sale Deed/Rent Agreement/Electricity Bill etc)
- Certificate or plan of Food Safety Management.
- Copy and certificate obtained under Coop-1861 or Multi State Cooperative Act- 2002 in case of cooperatives.
- Affidavit of Proprietorship or Partnership Deep or Memorandum and Articles of Association towards the constitution of the firm (optional) – (a) FSSAI Self-Declaration for Partnership.
- Source of raw material for meat and meat processing plants.
- In case of units manufacturing packaged drinking water, packaged mineral water and/or carbonated water, the pesticide residues report of water from a recognized public health laboratory must be produced.
- No Objection Certificate (NOC) or a copy of License from the manufacturer (mandatory for re-labelers and repackers only) – (a) Declaration and Undertaking System Plan or Certificate.
- In case of Milk and Milk products processing, the business must produce the source of milk of procurement plan for milk including the exact location of milk collection certres.
- Certificate from the Ministry of Tourism.
- No Objection Certificate (NOC) from the Municipality or local body.
- Recall plan wherever applicable.
- Form IX- Nomination of Persons by a Company along with the Board Resolution.
- Self Declaration of number of vehicles – for transporters.
- The declaration form – from Delhi or Himachal Pradesh.

How consumers are benefited through FSSAI?
The representative of the consumer organization are members of the Food Authorities and Central Advisory Committee. So with the fear of legal action there is very less chance of food quality being poor amongst the sellers having food safety license. (iv) The draft notification is also notified to WTO Member Countries for their comments.
(v) A time period of normally 60 days is given for information of the persons likely to be affected thereby and sending the comments to the FSSAI.
(vi) The comments received on the draft notification are examined by the FSSAI. In case of divergent comments are received on the draft standards / regulations.
(vii) The final notification published in the Gazette of India giving date of effects of its implementation and simultaneously notified to the WTO Member Countries for information & reference.
How New Act will curb increasing food adulteration?
There will be better auditing, Food Safety Management System (FSMS), traceability, recall and other systems in place which will help in curbing food adulterants.
Does FSSAI provide training to food business operators?
FSSAI create awareness about food safety with FBO and will be coordinating training with the help of accredited with agencies/ universities.
Whether Food Authority is working toward quality certification of eatables including small restaurants, street hawkers etc?
No, however the Food Safety and Standards Authority of India had supported an initiative taken by industry, States Government and other agencies to develop safety and hygiene standards for eating establishments in Delhi in preparation for the Commonwealth Games 2010.
Are there any microbiological guidelines for food in India?
There are no microbiological guidelines for food in India, however the microbiological standards exists in the FSSAI regulations for foods in India.
What are functional foods, nutraceuticals, & who is the regulation authority?

The FSSAI is in the process of developing the regulation for Novel Foods functional foods, food supplements etc. which is under consideration of the Scientific Panel on Functional Foods, Nutraceuticals Dietetic Products and Other Similar Products of the Food Authority and will further ne considered by the Scientific Committee, Food Authority and notified in the Official Gazette after previous approval of the Central Government.
What are GM foods & organic foods & does FSSAI provides regulations for such type of foods?
GM foods means food and food ingredients composed of or containing genetically modified or engineered organisms obtained through modern biotechnology, or food and food ingredients produced from but not containing genetically modified. The GM foods does not come under the purview of FSSAI. “Organic food” means food products that have been produced in accordance with specified organic production standards.
How can I know whether a particular food additive can be used in a food product in India?

What is a food recall & what is its purpose?

Who will assign the job to agency. Do agencies have to contact FBO directly?
There are various job as per scope of work. Inspections will be ordered by State/Central Licensing Authority/ DO. Auditing can also be ordered by respective Dos.
However for annual audit/ consultancy, training, FSMS plan etc. have to be handled by agency on the requirement of FBO.
Whether the Food Business Operators are assigned by FSSAI in the place where the Inspection / Certification Body is located or anywhere in India?
Food Safety Commissioner can decide about agencies for their States/areas. FBOs are free to choose as per their requirement.
If more than 1 agency is located at the same place then who will decide which agency will go for the FBO Inspection?
The power lies with the Designated Officer. DO has to decide if he is authorising agency or his FSOs for such inspection.
How many times inspection has to be conducted in a year?
